I have now stated succinctly and clearly, as I can, what appears to me the real gist of the conflict between the Inspector of Schools and the Headmaster of Victoria College, and I would only add, as bearing on the point raised by the former regarding the Oxford local examinations, that this year out of 24 boys presented for those examinations only 7 were Chinese as against 17 non-Chinese, the number of Chinese and non-Chinese boys being as
